4,700 Military Homes to Receive Solar Energy Systems
Balfour Beatty Communities, LLC and SolarCity® have announced plans to provide up to 4,700 military homes with solar energy systems at Balfour Beatty-managed residential communities on Fort Bliss, Texas, and the adjacent White Sands Missile Range (WSMR) in New Mexico. The 13.2 megawatt project is an equipment lease arrangement, primarily financed by Bank of America Merrill Lynch, which directly supports the U.S. Army’s vision for ‘Net Zero’ energy consumption at all installations.
This project represents the next and largest phase of SolarStrong, SolarCity’s five-year plan to build more than $1 billion in solar projects for up to 120,000 military homes throughout the United States. SolarCityexpects to initiate construction in January, and is initially seeking to fill more than 100 installation, electrical, and maintenance jobs connected to the project. The Defense Department is currently the largest energy consumer in the United States and has designated Fort Bliss a “Net Zero Installation”, meaning the Army expects the installation to produce as much energy as it uses while sending no waste to landfills and maximizing water reuse. Balfour Beatty Communities is the Army’s only military housing partner on Net Zero Installations at both Fort Bliss and Fort Carson (CO) and, with family housing responsible for close to 20% of a typical installation’s energy, waste and water footprint, it is important the company provides proactive support. The projects will also help the military meet Department of Defense goals to have 25 percent of its energy requirements met by renewable energy by 2025.

The solar project will pay for itself through the installation's reduced utility bills."
Balfour Beatty Communities leveraged their organization’s deep, global expertise as a third party investor in renewable energy projects to get this project off the ground. Through an innovative financing model, the Army and military families at Fort Bliss will benefit from a cleaner, more sustainable energy solution without incurring any cost to develop, install or operate the solar systems.
Balfour Beatty Communities is also using this project as a catalyst for energy education for residents of all ages. Two homes at Fort Bliss have already been outfitted with the solar systems and will be used to demonstrate how solar energy is produced, how residents can use online tools to monitor solar output, and how they can get more involved with renewable energy and conservation behaviors.
SolarCity will engineer, install and maintain the solar systems at Fort Bliss and WSMR which, at 1,700 and 3,200 square miles respectively, represent two of the Army’s largest installations. Once fully deployed, the project will create the nation’s largest solar-powered community, generating more than 21,120,000 kilowatt hours per year of clean, renewable energy from more than 50,000 solar panels, while offsetting more than 25 percent of the electricity typically used in each community. The electric utilities which serve this area, El Paso Electric and Rio Grande Electric, provided invaluable support and input to make these projects possible.

“The number of soldiers assigned to Fort Bliss is expected to exceed 30,000 by the end of the year, and providing efficient solar electricity to installation residents helps the Army facilitate its strategic growth in El Paso,” said SolarCity Vice President of Solar Development Aaron Gillmore, who is also a veteran U.S. Navy Officer. “In partnership with Balfour Beatty Communities we’re helping to secure more of the installation’s electricity supply from a domestic, renewable source.”
Trafigura and Yara International explore clean ammonia usage
Reducing shipping emissions is a vital component of the fight against global climate change, yet Greenhouse Gas emissions from the global maritime sector are increasing - and at odds with the IMO's strategy to cut absolute emissions by at least 50% by 2050.
How more than 70,000 ships can decrease their reliance on carbon-based sources is one of transport's most pressing decarbonisation challenges.
Yara and Trafigura intend to collaborate on initiatives that will establish themselves in the clean ammonia value chain. Under the MoU announced today, Trafigura and Yara intend to work together in the following areas:
- The supply of clean ammonia by Yara to Trafigura Group companies
- Exploration of joint R&D initiatives for clean ammonia application as a marine fuel
- Development of new clean ammonia assets including marine fuel infrastructure and market opportunities
Magnus Krogh Ankarstrand, President of Yara Clean Ammonia, said the agreement is a good example of cross-industry collaboration to develop and promote zero-emission fuel in the form of clean ammonia for the shipping industry. "Building clean ammonia value chains is critical to facilitate the transition to zero emission fuels by enabling the hydrogen economy – not least within trade and distribution where both Yara and Trafigura have leading capabilities. Demand and supply of clean ammonia need to be developed in tandem," he said.
There is a growing consensus that hydrogen-based fuels will ultimately be the shipping fuels of the future, but clear and comprehensive regulation is essential, according to Jose Maria Larocca, Executive Director and Co-Head of Oil Trading for Trafigura.
Ammonia has a number of properties that require "further investigation," according to Wartsila. "It ignites and burns poorly compared to other fuels and is toxic and corrosive, making safe handling and storage important. Burning ammonia could also lead to higher NOx emissions unless controlled either by aftertreatment or by optimising the combustion process," it notes.
Trafigura has co-sponsored the R&D of MAN Energy Solutions’ ammonia-fuelled engine for maritime vessels, has performed in-depth studies of transport fuels with reduced greenhouse gas emissions, and has published a white paper on the need for a global carbon levy for shipping fuels to be introduced by International Maritime Organization.
Oslo-based Yara produces roughly 8.5 million tonnes of ammonia annually and employs a fleet of 11 ammonia carriers, including 5 fully owned ships, and owns 18 marine ammonia terminals with 580 kt of storage capacity – enabling it to produce and deliver ammonia across the globe.
It recently established a new clean ammonia unit to capture growth opportunities in emission-free fuel for shipping and power, carbon-free fertilizer and ammonia for industrial applications.
